By "ministers" he unduobtedly meant cabinet secretaries, which most of the rest of the world calls "ministers", and cabinet-level meetings are often called ministerial meetings. Add that terminological twist to our President's continuing losing struggle with the English language, and you indeed have something that sounds weird on first hearing or reading. Perhaps they had a more garbled and less complete version up earlier when you reviewd it, and the context wasn't clear. I've seen that on the WP site in when they report wire service feed.
