The head of the CIA unexpectedly resigned on Friday after less than two years on the job.

U.S. President George W. Bush, who made the announcement in the Oval Office, thanked Goss for his service. It’s the latest in a series of second-term shakeups in the Bush administration.

“He has led ably. He has a five-year plan to increase the analysts and operatives,” said Bush, who stood beside Goss while speaking.

Goss, who didn’t give reasons for his resignation, said he leaves the agency on “a very even keel, sailing well.”

“I honestly believe that we have improved dramatically,” he said.

Bush nominated Goss in August 2004 as the spy agency struggled to recover from intelligence failures linked to the Sept. 11, 2001, attacks and questionable evidence used as the reasons behind the invasion of Iraq.
