I’ve seen this happen at my campus. Cops are psychopathic control freaks. Heaven forbid student have some rare fun and get into a snow fight.

In Oshkosh WI the cops used to just block off the streets and wait until everyone was tired. The cops would come under fire as they tried to set up the road blocks around campus.
