I think it&#039;s the following myself :D

1. They wanted to make sure when it does rain it&#039;s not acid rain.

2. They are too lazy to clean the city so they made it rain to wash all the crap into their water systems (rivers, lakes, ponds, drinking water, etc) adding to crap already there.

3. They want more sales of coats and jackets, boosting that area of the industry so the working kids could make a 5 cents more.

4. They were actually aiming to clear the clouds but produced rain instead. Who knows, next time instead of rain it&#039;ll be cats and dogs, which in turn will feed the poor and hungry citizens.

5. Bottled water is in short demand and they desperately need fresh water. Little do they know the rain has to collect the crap in the air first before they come down.

6. They are aiming to boost their &quot;clear sky&quot; count. Yay for one more day!!!</description>

Dusting the city is of much agro use.</description>

		<description>I&#039;m curious to see what the impact is later in the season and downwind.  If most of the water in the atmosphere ends up over beijing, it may not replenish any water stocks but just end up as runoff into the rivers.
