There is nothing about a filibuster in the Constitution. The Chambers may change their rules at any time. The current Senate rules require a 60 vote majority to over rule any procedural hold or filibuster.

If either party wants to filibuster, they should be able to show the stamina to filibuster, as was the original intent of the rule.  Talk it out, tell ALL your points, and then vote.  Give as much time as either side deems necessary.
