The cost of a fine plus what they pay illegals would probably be just about the wage that Americans work for. Any business could pay that. It would be inconvenient if the owner or hiring manager hand to take 90 days off work to sit in jail. That might make all the difference.

I am not sure what you would do about landscapers who work for themselves and the lady selling Mexican food from the trunk of her car.

For those that don’t want to live in a free for all war zone, there are ways to stop it, but only by getting rid of touchy feely crap and treating it like what it is…an invasion of the country by enemy forces.

How do we stop it? The same way we guard the border between S Korea and North–Land mines and predator drones. if the coyotes and drug runners knew there was a 50/50 chance they’d be left dead in the desert they’d seriously reconsider their profession. All business shall be required to check for proof of citizenship before hiring, any that fail to do so will have the business closed and the assets confiscated. Once the illegals see they have no chance of working here and wish to go home they will be provided with a one way bus ride across the border. With these measures in place the problem would be ended in less than a decade.

Jail the CEOs of any company that employs, either in their firm or as a contractor, any illegal alien.

Period.

You can be DAMN sure that every company will have immediate policies in place ensuring that everyone they employ is legal.
