The President CAN NOT cancel FISA. It is set up under legislation passed by Congress. The President can not cancel a law just because he wants to.
But, this has nothing to do with FISA. This is an Executive Order directing the NSA to monitor all phone calls. FISA requires a court order to monitor Americans when using international phone calls. The President denied this happened. Two operatives who listened in on these calls appear to disagree with what the President claimed.
