I ask then, what are the motivations
of “those in charge” who are actively and systematically removing or severely stifling all forms of “play”
from human activity?

Bins for recyclable material. Pair it with a smart card.
When you put the item into correct bin. The system scans it for accuracy and you insert your R-Card and it rewards you for the correct response. Make it a point system and after you accumulate enough points you turn it in for goods, services or cash.

Kids will fill it with rocks and clumps of grass.
How about a talking trash can that says random things to passer-bys. Could sense trash on the ground and ask to be fed…etc…
