Traffic violations: the money maker.

KCTV5 News, Weather, Traffic and Sports for the Kansas City Area | KC Police Seek Answers in Case of Arrested Woman Who Miscarried — Here’s a story that will make you wonder about some police department training. Most police work todays is about motor vehicle violations and nothing else. After all you get no money from stopping crime or helping the citizens.

The videotape of Salva’s police stop was released after The Kansas City Star made an open records request. The tape shows Salva telling the officers numerous times that she was pregnant, bleeding and needing to go to the hospital.

After the ninth request, Spencer responds: “How is that my problem?”

Once she’s been told why she’s under arrest, Salva tells the officers she is having a miscarriage and is bleeding.

“Do you want to check me?” Salva asks. “I’m bleeding. I have a 3-month baby inside.”

The tape shows Schnell walking away from the car and telling his partner: “She just gave me a line of excuses. She said she’s bleeding. She said you can check her.”

Salva repeats that she’s three months pregnant and bleeding.

“OK,” Spencer answers. “Why are you driving to the store and then putting a fake temporary tag in your car?”

Salva explains that she was on her way to the hospital.

The officers make Salva sit on the curb as they search her car, purse and grocery sacks. Salva again says she’s bleeding, asks the officers to check her underwear and asks to go to the hospital.

“Well,” Spencer says, “that will be something you can take care of when we get done with you.”

  1. NSILMike says:

Boston news reported (this morning) she has filed a wrongful death suit.

  2. SN says:

What’s shocking is that this didn’t take place in Florida.

  3. Mike Voice says:

So she’s telling two cops: “I’m bleeding out of my vagina, you can check it yourself!” ???

They are expected to do curbside checks for vaginal bleeding??

They are trained to tell the difference between a miscarriage and a “heavy flow” day for her??

meh, just goes to show what kinds of wild-ass stories officers hear when they pull people over… that they are jaded enough to assume this was just another lame attempt at getting out of a ticket.

  4. James Hill says:

Hopefully criminal charges will come against these police officers… or assassination.

  5. GregA says:

Wow, with these types of stories popping up, those of you in large cities should start getting ready for Rodney King 2, or Helter Skelter 3.

  6. Roc Rizzo says:

Maybe he hadn’t made his monthly quota of tickets.

  7. Kamatari Honjou says:

I think what the officers should have done is offer her a police escort to the hospital and if she was lying then crack the books at her, if it was a genuine medical emergency, which it was, then deal with it afterwards. Police officers are supposed to be civil servants not bean counting buffoons. They showed no “Civility” I mean she was clearly in distress so they should have provided escort and made sure she was taken care of first, then worry about the ticket. Bunch of damned rent a cops.

  8. undissembled says:

Cops hear every kind of story out there by people who try to get out of tickets, but this is something that could have been checked. They could have offered to call the hospital just to verify that she WAS pregnant.

  9. Anonymous Coward says:

Hopefully they at least got her some wheels for that miscarriage.

  10. Major Jizz says:

Nah… I think a rent a cop would have been more helpful in this situation. These wastes of life are servants to the government, not us.

  11. richard davis says:

I think the police, because more and more of them are ex-military, are seeing their tenure more as an occupying force than a servant of the community. And as an occupying force, we are all the enemy.

  12. Timothy Snyder says:

Why didn’t she just drive on? “I’m sorry officer, I know this may look bad, but I have got to get to the hospital right away. Please follow me and I will be glad to provide whatever information you need after I see my doctor.”

Or call 911 from her cell in the car?

I’m not trying to imply that it’s her fault, just that it’s sometimes better not to obey unquestioningly.

  13. Ben Drinkin says:

Is it true that you can not become a cop if your IQ is too high because you will get bored? Might be time to rethink that. By the way, did they charge he for cleaning blood off of the curb, or do they just let the rain wash it away?

  14. Childish Personal Attacker says:

I wanted to be a cop once but I decided to finish high school.

  15. Pete says:

#12 if she would have tried to drive on, I can tell you what the cops response would have been.. “let’s shoot and find out why later”

  16. doug says:

#15. My response exactly. I would also like to add that if she reached into her purse for her cell phone, there is a good chance she would have been shot.

This woman should get a huge quantity of cash out of the police department, and those officers should be fired.

And about cops being more about traffic enforcement than actual crime stopping – arresting and incarcerating a real criminal COSTS money, writing tickets MAKES money.

I am sure that the cops would claim that they don’t have time to follow someone to the hospital to verify such a claim, but it would only take time away from their ticket writing (ie money making) duties.

  17. Improbus says:

If all a cop does is write tickets they should be replaced by a machine. In this day and age you don’t need an expensive human to do that kind of work.

  18. OhForTheLoveOf says:

#8 – Cops hear every kind of story out there by people who try to get out of tickets, but this is something that could have been checked. They could have offered to call the hospital just to verify that she WAS pregnant.

That’s about the dumbest thing I’ve read all day… And I should point out that James Hill has not only posted in this thread, but that he is right on target with what he said… So really, that’s a whole new threshold of dumb you’ve achieved.

#12 – I’m not trying to imply that it’s her fault, just that it’s sometimes better not to obey unquestioningly.

My instict in that situation too would have been to just drive on… But I’ve been reading the news these days and I imagine that action would have resulted in not only the miscarriage but possibly her death as well.

#13 – Is it true that you can not become a cop if your IQ is too high because you will get bored?

    That sounds like a myth.

  19. Barrett Johnson says:

As a paramedic who is bothered every time someone farts in police custody, I can’t think of any legitimate excuse the officers could make. It’s real easy guys, just key your mike and call for an ambulance.

  20. John Paradox says:

Is it true that you can not become a cop if your IQ is too high because you will get bored?

    That sounds like a myth.
Not entirely. Check out the link below.

I recalled the story from some time ago… SNOPES does not have it on their site, as far as I could find.

    J/P=?

  21. GregA says:

    Not to hijack, but…

I just got back from Best Buy to get some readyboost ram. I looked at the vista upgrade display. Every copy of Home premium was sold out. It looked like every copy of Home basic was on display.

    Might make an interesting thread.

  22. RTaylor says:

Who do you guys think applies for police jobs, a recent Harvard grad with a MA in the humanities? They are told to toughen up and become street smart fast, or end up shot. Like it or not, the neighborhood has a lot to do with how cop reacts.

  23. OhForTheLoveOf says:

    #20 – Well… Okay… 🙂

  24. Freddyf says:

Please leave the cops alone! It’s not a very good job, any way you look at it and I can tell you from experience, when you fuck up it’s like plunging a dagger into your very own chest.

Cops make an immediate difference to people’s lives and we’re talking about nanoseconds. How do you suppose you’d stand up to the pressure?

  25. Freddyf says:

“Thank you. Your comment has been approved.”

Now what? There’s no way to exit gracefully!

  26. Rude Responder says:

#25 – There is no graceful exit, just get your ass out the best way you can.

  27. Jeffrey Stephen says:

Ok This story was on CNN 2 days ago. According to CNN this took place a year ago, and is just coming to light now. “She was arrested February 5, 2006”

She had more on her rap sheet than Parking tickets (1 of the charges listed was childe abuse I believe) She may have been trying to miscarry and is using this as a way to get some cash (and the police don’t pay the Tax payers do). At 3 months she would most likely have lost the baby anyway.

And you are correct the highest priority of the sheriff of Knotting Ham is to extract funds from the tax payer in whatever form they can. Yes Fines are another form of Tax.

  28. JLProd says:

You are GUARANTEED by law that if this is a life-or-death case for you OR your dependent (that’s a logical OR), then you have the right to immediate medical care.

These porcine individuals should have simply done what every other cop in this situation have done- follow her to the GD hospital, let her get medical care, and pursue the legal end of this later.

I’ll just ask- do you think this was racially motivated?

Now I’ll answer. Yup. Did it look weird that she had temp plate? Yeah. And she was black? No. And she had a Jamaican/Haitian/African accent? No. But the fact the she was black, and accented, DEFINITELY played a part in the porcine pole-smoker’s opinion of her.

D*mn, I’m from Texas, and this sh*t is messed up even to ME. (tongue in cheek, a-holes, I ain’t no racist, I love to hate everyone equally).

These cops exhibit racial-profiling of the worst kind. Yeah, the lady probably would’ve miscarried anyway. But that doesn’t matter.

All that matters is the cops’ actions, on video, for the world to see. These pole-smoking poo-pipers should be released from active duty WITHOUT pay.

This is the worst thing I’ve seen in some time. Whatever happened to civil liberty?

    Poo-stabbers.

  29. Dan Ryan says:

Makes me embarrassed to live in Missouri.

At least this happened in Missour-AH.

  30. noname says:

Like too many cops, they are a full donut shy of a dozen.

If they can’t use proper judicial judgement in this situation, how in the hell can they make a proper judgement call when not to shoot.

I do not feel safe as a citizen knowing these rubes have a gun. A badge should not be a shield for stupidity.
