The farming and ranching town of Deer Trail, Colorado, which boasts that it held the world’s first rodeo in 1869, is now considering starting a 21st century tradition – paying bounties to anyone who shoots down an unmanned drone.

Next month, trustees of the town of 600 that lies on the high plains 55 miles east of Denver will debate an ordinance that would allow residents to purchase a $25 hunting license to shoot down “unmanned aerial vehicles.”

The helpful guide that McDonald’s just published offering practical tips on how its workers can subsist on poverty wages is full of ingenious ideas: Get a second job! Don’t squander money on trifles like heat and health care! Yet, it is missing one key suggestion: Apply for food stamps and other government assistance immediately so McDonald’s can keep the corporate welfare flowing.

The mere existence of the “Practical Money Skills Budget Journal” disseminated by America’s most prominent fast-food brand offers the latest evidence that national thinking about economic matters has descended into the intellectual equivalent of dumpster-diving. We are dispensing with complicated yet necessary conversations about how to invest in productive enterprises that might deliver millions of good paychecks. We seem politically incapable of lifting the minimum wage though — as I have argued here before — that would amount to a jolt of economic stimulus benefiting everyone.

A secret U.S. court overseeing government domestic surveillance activities has sided with Yahoo and ordered the Obama administration to declassify and publish a 2008 court decision justifying Prism, the data collection program revealed last month by former security contractor Edward Snowden.

The government, stores… Who isn’t tracking you?

Like dozens of other brick-and-mortar retailers, Nordstrom wanted to learn more about its customers — how many came through the doors, how many were repeat visitors — the kind of information that e-commerce sites like Amazon have in spades. So last fall the company started testing new technology that allowed it to track customers’ movements by following the Wi-Fi signals from their smartphones.

Nordstrom’s experiment is part of a movement by retailers to gather data about in-store shoppers’ behavior and moods, using video surveillance and signals from their cellphones and apps to learn information as varied as their sex, how many minutes they spend in the candy aisle and how long they look at merchandise before buying it.

RetailNext, based in San Jose, Calif., adds data from shoppers’ smartphones to deduce even more specific patterns. If a shopper’s phone is set to look for Wi-Fi networks, a store that offers Wi-Fi can pinpoint where the shopper is in the store, within a 10-foot radius, even if the shopper does not connect to the network, said Tim Callan, RetailNext’s chief marketing officer.

Some smartass in an ad agency can think on his feet. Har!

The Economic Development Administration (EDA) is an agency in the Department of Commerce that promotes economic development in regions of the US suffering slow growth, low employment, and other economic problems. In December 2011, the Department of Homeland Security notified both the EDA and the National Oceanic and Atmospheric Administration (NOAA) that there was a possible malware infection within the two agencies’ systems.

The NOAA isolated and cleaned up the problem within a few weeks. The EDA, however, responded by cutting its systems off from the rest of the world—disabling its enterprise e-mail system and leaving its regional offices no way of accessing centrally held databases.

It then recruited an outside security contractor to look for malware and provide assurances that not only were EDA’s systems clean, but also that they were impregnable against malware. The contractor, after some initial false positives, declared the systems largely clean but was unable to provide this guarantee. Malware was found on six systems, but it was easily repaired by reimaging the affected machines.

EDA’s CIO, fearing that the agency was under attack from a nation-state, insisted instead on a policy of physical destruction. The EDA destroyed not only (uninfected) desktop computers but also printers, cameras, keyboards, and even mice. The destruction only stopped—sparing $3 million of equipment—because the agency had run out of money to pay for destroying the hardware.

The total cost to the taxpayer of this incident was $2.7 million.
