After courtroom fireworks Tuesday morning from a video depicting drug use, gunplay and beer drinking by inmates inside the Orleans Parish jail complex, and one video showing an inmate hanging out on Bourbon Street, testimony in the week-long hearing over a proposed jail reform package turned to a corrections expert who called inmate violence in the jail the worst he’s seen.
The testimony from Manuel David Romero, an expert for the U.S. Department of Justice, echoed the testimony Monday from another expert for the Southern Poverty Law Center, which represents inmates in the case.
Romero, former deputy secretary of the New Mexico prison system, reported a wide array of lapses in the jail facility during two visits last year, in April and December. Those lapses included inmates engaging in “sexual misconduct” in plain view of deputies who did nothing, Romero reported.
Also among the facts that emerged during his testimony was that 32 inmates suffered stab wounds in the jail facility last year. There also were 698 prisoner assaults, one for every three to four inmates.

It has been designed to hide me from the thermal imaging systems of unmanned aerial surveillance vehicles – drones. And, as far as I can tell, it’s working well.
“It’s what I call anti-drone,” explains designer Adam Harvey. “That’s the sentiment. The material in the anti-drone clothing is made of silver, which is reflective to heat and makes the wearer invisible to thermal imaging.”
The “anti-drone hoodie” was the central attraction of Harvey’s Stealth Wear exhibition, which opened in central London in January, billed as a showcase for “counter-surveillance fashions”. It is a field Harvey has been pioneering for three years now, making headlines in the tech community along the way.

Harvey is well aware his work can seem a little before its time. “I wouldn’t say many people have a problem being imaged by drones yet,” he deadpans. “But it imagines that this is a problem and then presents a functional solution.”

Violent video games must be the culprit. Science says they cause mass shootings, right? So why not this, too?
Nearly one in five high school age boys in the United States and 11 percent of school-age children over all have received a medical diagnosis of attention deficit hyperactivity disorder, according to new data from the federal Centers for Disease Control and Prevention. These rates reflect a marked rise over the last decade and could fuel growing concern among many doctors that the A.D.H.D. diagnosis and its medication are overused in American children.
The figures showed that an estimated 6.4 million children ages 4 through 17 had received an A.D.H.D. diagnosis at some point in their lives, a 16 percent increase since 2007 and a 53 percent rise in the past decade. About two-thirds of those with a current diagnosis receive prescriptions for stimulants like Ritalin or Adderall, which can drastically improve the lives of those with A.D.H.D. but can also lead to addiction, anxiety and occasionally psychosis.
“Those are astronomical numbers. I’m floored,” said Dr. William Graf, a pediatric neurologist in New Haven and a professor at the Yale School of Medicine. He added, “Mild symptoms are being diagnosed so readily, which goes well beyond the disorder and beyond the zone of ambiguity to pure enhancement of children who are otherwise healthy.”

Critics of climate change often claim that warming has stopped since the late 1990s. While this is categorically false (the last decade was the warmest on record and 2005 and 2010 are generally considered tied for the warmest year), scientists do admit that warming hasn’t occurred over land as rapidly as predicted in the last ten years, especially given continually rising greenhouse gas emissions. But a recent study in Geophysical Research Letters has found this so-called missing heat: 700 meters below the surface of the ocean.
“Increasingly in the past decade, more of that heat has been dumped at levels below 700 meters, where most previous analyses stop. About 30 percent has gone below 700 meters in depth,” explains co-author Kevin Trenberth with the U.S. National Center for Atmospheric Research. “This is fairly new, it is not there throughout the record.”
Scientists have long known that around 90 percent of the heat from climate change ends up in the oceans and they suspected that this was where the ‘missing heat’ would be found. The study find that climate change has revved up worldwide, instead of stopping.
“This signals the beginning of the most sustained warming trend in this record of [ocean heat content],” the scientists write in the paper. “Indeed, recent warming rates of the waters below 700 meters appear to be unprecedented.”
