Washington Post– Back in the crack-infused 1980s, young men with guns and drugs ruled the single block of Hanover Place NW. People who lived in the two-story rowhouses one mile north of the Capitol fell asleep year round to the sounds of the Fourth of July, a pop-pop-pop that they hoped was firecrackers. It rarely was.

But after two decades of consistent and dramatic declines in homicides and gun violence in Washington and many other major cities, Hanover Place is mostly quiet these days. Complaints to the police tend to be more about kids shooting craps on the sidewalk than about drug dealers shooting at rival street crews. On a block where houses were unloaded for as little as $30,000 in the 1990s, the most recent sales have ranged from $278,000 to $425,000.

As welcome as such changes have been, explanations for the nation’s plummeting homicide rate remain elusive, stymieing economists, criminologists, police, politicians and demographers. Have new police strategies made a difference, or have demographic shifts and population migrations steered the change? Could the reasons be as simple as putting more bad guys behind bars, or does credit go to changes made a generation ago, such as taking the lead out of gasoline or legalizing abortion?

As North Korea warned foreigners on Tuesday that they might want to leave South Korea because the peninsula was on the brink of nuclear war — a statement that analysts dismissed as hyperbole — the American commander in the Pacific expressed worries that the North’s young leader, Kim Jong-un, might not have left himself an easy exit to reduce tensions.

Why is this happening? Maybe this is the answer.

Divisions within the military, and the desire of a leader who may be only 30-years-old to consolidate his position, could be one factor behind the current spate of aggression.

“The further north you go (in North Korea), the more you hear rumours of dissension and divisions over who is or who would have been a better leader,” said Joseph Bermudez, an expert on the North Korean military and an analyst at DigitalGlobe.

On the other hand…

When asked if the North Korean army is still strong, Lt Kim answered automatically: “Yes, very strong”. The man who smuggled him out of North Korea, however, doubled up laughing at the officer’s response.

“They are taught that they are the strongest army in the world, and the best equipped. But in reality, their equipment is what we were using in China 60 years ago!” he said.

America won’t be repeating that historic one small step anytime soon — not according to NASA chief Charlie Bolden, anyway.

“NASA is not going to the Moon with a human as a primary project probably in my lifetime,” Bolden told a joint meeting of the Space Studies Board and the Aeronautics and Space Engineering Board in Washington last week, according to Jeff Foust of SpacePolitics.com. “And the reason is, we can only do so many things.”

Instead, he said the focus would remain on human missions to asteroids and to Mars. “We intend to do that, and we think it can be done.” Meanwhile, interest in the moon has been growing in both the private sector and in foreign countries.

The Federal Aviation Administration has finally released a new drone authorization list. This list, released in response to EFF’s Freedom of Information Act lawsuit, includes law enforcement agencies and universities across the country, and—for the first time—an Indian tribal agency. In all, the list includes more than 20 new entities over the FAA’s original list, bringing to 81 the total number of public entities that have applied for FAA drone authorizations through October 2012…

A federal judge has ruled that the emergency contraception drug Plan B One-Step, a.k.a. the “morning-after pill,” must be made available over the counter to everyone. The decision, issued Friday, overturns a rule that required anyone 16 years old and younger to have a prescription in order to get the pill.
